According to the attorney general’s office, a threat actor used compromised credentials belonging to Frontier employees and vendors to get into Frontier’s internal IT systems and take personal information that was not encrypted. The office says the stolen data was later offered for sale on the dark web.
The website for the related consumer class settlement says Frontier detected the incident on or about April 14, 2024, and that the affected files held information about certain people who had applied to Frontier for residential service. That information included some combination of names, dates of birth, Social Security numbers and other personally identifiable information. Frontier sent notices to affected people in or around June 2024.
The attorney general’s office says its investigation identified security failings at Frontier in seven areas: identity and access management, network segmentation, logging and monitoring, encryption, incident response, employee training and data loss prevention. The announcement does not say that Frontier admitted those findings, and no court has ruled on them. The office says Frontier and Verizon, which acquired Frontier in January 2026, cooperated with the investigation.
Besides the $625,000 payment, the settlement requires Frontier to:
• comply with Connecticut’s consumer protection and data privacy laws, including the Connecticut Unfair Trade Practices Act, the Connecticut Data Privacy Act and the state’s data safeguards law;
• put in place and maintain a comprehensive information security program, with reporting to the chief executive officer;
• provide appropriate training to employees;
• keep an incident response plan for preparing for and responding to security incidents;
• adopt specific safeguards covering, among other things, document retention and deletion, logging and monitoring, segmentation, access controls, password management, multi-factor authentication, encryption, risk assessments, penetration testing, antivirus maintenance, data loss prevention, component hardening, and intrusion and endpoint detection; and
• obtain a third-party security assessment within one year of the settlement’s effective date and give the attorney general’s office a copy of the report.
The announcement does not link to the settlement document itself.
The state settlement is separate from Wilson v. Frontier Communications Parent, Inc., No. 3:24-cv-01418, the consolidated consumer class action in the U.S. District Court for the Northern District of Texas before Judge Sam A. Lindsay. That case produced a $5.64 million settlement that, according to the attorney general, covers about 750,000 people nationwide. Frontier denied the claims and any wrongdoing in that case; the court made no finding that it violated any law.
Under the class settlement, people who received a breach notice could claim either documented losses of up to $5,000 or a flat cash payment estimated at $100, subject to pro rata adjustment, plus two years of credit monitoring. The claim deadline was October 27, 2025, and the final approval hearing was held on November 18, 2025. The settlement website says emails offering digital payments to claimants who chose that option began going out on April 24, 2026, and that each digital payment can be claimed for 60 days after it is issued.
How much is Frontier paying Connecticut?
Frontier Communications Parent Inc. agreed to pay the State of Connecticut $625,000, according to the attorney general’s October 16, 2026 announcement. The settlement also requires Frontier to adopt new data security measures and obtain a third-party security assessment within a year.
Do Connecticut residents get money from the Frontier settlement?
No. The attorney general’s office describes the $625,000 as a payment to the state, and the announcement does not describe any payment or claim process for individual customers. Consumer payments came from the separate $5.64 million class action settlement, whose claim deadline was October 27, 2025.
What information was exposed in the Frontier data breach?
The attorney general says the April 2024 breach compromised sensitive personal information, including Social Security numbers, of 58,841 Connecticut residents. The class settlement website says the affected files held some combination of names, dates of birth, Social Security numbers and other personal information of certain people who applied to Frontier for residential service.
Did Frontier admit wrongdoing?
The Connecticut announcement lists the security failings the state says its investigation found, but it does not say Frontier admitted them. In the separate class action, Frontier denied the claims and any wrongdoing, and the court made no finding that it broke any law.
