If you bought a home in Washington, D.C. and your real estate agent steered you to one of the title companies listed below, you may be owed a $500 payment — and you need to file your claim by May 5, 2026.
The D.C. Attorney General investigated and found that multiple title insurance and settlement companies operating in the District ran illegal kickback schemes. These companies offered real estate agents discounted ownership interests, lucrative profit-sharing arrangements, and other financial incentives — including yacht parties on the Chesapeake Bay — in exchange for the agents steering their homebuying clients to use those specific title companies.
When you buy a home, title insurance protects you and your lender from defects in the property's title, such as a previous owner's unpaid debts. Real estate agents commonly recommend title companies to their clients. But both federal and D.C. law prohibit kickbacks or any form of compensation for the referral of title insurance business. These laws exist to make sure your agent is recommending the best company for you — not the one that pays them the most.
The Attorney General's investigation found that these title companies violated D.C.'s Consumer Protection Procedures Act by creating arrangements where agents had a direct financial incentive to steer clients to specific companies regardless of price or quality. This limited homebuyers' ability to shop for the best deal and hurt law-abiding competitors in the title insurance industry.
The total settlement amount exceeds $3.2 million. Up to $1.75 million has been designated for restitution to affected consumers, with eligible homebuyers receiving $500 each.

If the name of the title company you used when you bought your home in D.C. appears on this list — or if it is an affiliate of any of these companies — you may be eligible for the $500 payment.
Do I Qualify?
You qualify if you are a District of Columbia resident who purchased a home using a real estate agent associated with any of the listed title companies during the relevant time period. The Attorney General's office has identified affected consumers and sent Claim Numbers and PINs by mail or email.
If you received a Claim Number and PIN, you are a confirmed eligible claimant and can file your claim directly through the settlement website. If you did not receive one but believe you used one of these title companies when buying your home in D.C., you can still file a claim using your email address — but you will need to upload documentation to support your eligibility.
How Do I File a Claim?
Visit the settlement website and log in using your Claim Number and PIN. Select your preferred payment method and provide your IRS W-9 information as required by D.C. law. If you did not receive a Claim Number and PIN, you can log in with your email address and upload supporting documentation.
The W-9 requirement (including Social Security number) is a legal requirement under D.C. Code § 1-301.86c(d) — the D.C. Office of the Chief Financial Officer must determine whether a claimant owes any amount to the District before authorizing payment. If you owe a tax or child support debt to the District, your refund may be withheld.
